Anthony Kelly, 24, has been charged with driving under the influence and resisting arrest.
UTM Police received a phone call around 5:50 a.m. on March 14 stating that a vehicle had been driven down the steps off the patio at the University Center, according to a police report. The report read that the witness reported the driver attempted to leave the area.
The reporting officer observed a gray Toyota Camry on the steps against the retaining wall. The officer made contact with the driver and identified him as Kelly.
“Kelly appeared to be disoriented, but stated he was not injured. [The] R/O could detect a strong odor of alcohol coming from Kelly’s breath as he spoke,” according to the report.
The R/O initiated a standard field sobriety test.
“Kelly was unable to stand with his hands by his side and maintain his balance. He was told repeatedly to return to the starting positions. Kelly did not follow directions and started the test before he was instructed. During the test, Kelly failed to touch heel to toe after the third step,” according to the report.
“He was unable to complete the test in a straight line.”
Following the test, Kelly was placed under arrest for driving under the influence.
“R/O advised Kelly to turn around and place his hands behind his back. … At that time, Kelly began to question [the] R/O and began to pull away. R/O was able to maintin control of Kelly’s right wrist,” according to the report.
Kelly voluntarily went to his knees and the officer was able to place him in handcuffs. At that time, Kelly was transported to the Martin Police Department for a blood alchol test. He tested at “.097G/210L,” was then transported back to Crisp Hall for booking and then to Weakley County Sherriff’s Office for housing.
